06/01/2025   Report: Aviation Commission 5/28/2025 meeting held at KEMT   Reported by J. Marc Haney DDS. MS. James Miller contributed to this review.

The meeting was poorly attended, though airport advocate luminary and former KWHP airport manager, James Miller was present and addressed the commissioners.  Mr. Miller mentioned to the Commission that Supervisor Horvath’s direction to not take money from the FAA is contributing to Whiteman Airport’s detracting condition, which the County is obligated to repair.

Additionally, Mr. Miller discussed a new $29 Million study by the California Air Resources Board concerning air pollution in the greater Los Angeles and San Francisco areas.  The study is tied to Pacoima Beautiful as the “community” component and is specifically targeting Whiteman and Van Nuys Airports.  It will also be studying air quality around Compton and San Gabriel Valley airports.  See Aclima.earth and our site's Whiteman Airport page for more details.

Dr Haney also addressed the Commission concerning the fact the rent study failed to properly address non-aviation hangar use rents.  The study did not compare similar off-airport rents for similar facilities, instead using personal storage units not exceeding 400sq feet.  Hangars start at 840 sq feet and go up to over 2000 Sq feet.

Appointed by Supervisor Hilda Solis, a new commissioner was introduced.  Mr. Singh is an investor banker and is engaged in the motel hospitality business.  Commissioner Signh is welcomed as a good addition to the Commission.  He seems willing to address the need to improve revenue without unduly burdening the current tenants.

Commissioner Gabriel Perez has been absent for two years.  He was appointed by Supervisor Solis.  A replacement for Perez was recommended, Dr. Thomas, MBA from Cornell, McKenzie consultant, and pilot.  It remains to be seen if Supervisor Hilda Solis will replace Commissioner Perez.

A motion for a subcommittee to study how to make the airports self-sustaining in the face of a projected fiscal shortfall passed.  Public comment was requested, and whether skilled stakeholders will be involved in the process remains to be seen.

4/15/2025   On today's BOS Meeting - Item #27 - Aircraft Storage Hangar Lease Agreement:

27.  Recommendation: Approve and instruct the Chair to sign the lease agreement between the County and Blue Sky Aviation, Inc., to allow Blue Sky Aviation, Inc., to construct aircraft storage hangars and associated vehicle parking stalls  on approximately 1.6 acres of land at San Gabriel Valley Airport in the City of El Monte (1), for an initial 20-year term, with two five-year renewal options;  authorize the Director of Public Works to amend the lease agreement as necessary; and find that the proposed lease agreement is exempt from the California Environmental Quality Act. (Department of Public Works)

03/17/2025   Users at KEMT filed a Part 16 Complaint against the county for:

1. Charging under fair market value rental rates to tenants using hangars for public storage and businesses and charging above market competitive rates for aeronautical tenants.  Of 1,089 hangars under LAC ownership and management, 264 have no aviation demand, of which 137 are currently being used for public storage.

2. The current Aviation Division director has announced his retirement, stating his last day will be in two weeks.

3. LAC conducted rent studies published in 2024 under the current Aviation Division director and plans to increase hangar rates based on these studies.  However, the study results show that LAC already is charging above market competitive rates yet proposes to increase rents between 5 to 50 % depending on hangar type, at KEMT.  The rent increase is justified in order to meet projected budget needs five years from now.  This while 24% of county hangars lack aviation demand, and all other competitive airports cited in the study are 100% occupied with aviation, have waitlist, and do not allow non aeronautical use of hangars. Increasing LAC rate far above market competitive rates will most likely increase hangar vacancies, thereby reducing aviation demand and use of federally funded airports.

It is highly recommended that hangar tenants of LAC airports review the 2024 AMCG Aeronautical Rent Study to see how much the county plans to increase their rent.
The study has severe design flaws, especially where AMCG recommends higher rent increases ranging from 5 to 50% over what its own study results show to be competitive and comparable in the marketplace.  The FAA is reviewing the methods and conclusions of this study, brought to light by KEMT users.

Finally, the Aviation Division recommended at last month’s commission meeting to outsource fuel dispensing.  The reason being that the county can not afford to dispense fuel.  This is due in large part because the Aviation Division must pay the county procurement office 94 cents per gallon to process the paperwork. Hmmm.  The county does not warehouse or handle the fuel as it is dispensed directly to the airports upon ordering.  A 94 cent per gallon processing fee is excessive and kills the county’s ability to provide marketplace competitive fuel prices.

At KEMT, the self-serve fuel pump as operated for a total of 6 weeks over the past two years.  The county is not motivated to repair the system.  The local FBO has had a monopoly on fuel dispensing charging well above surrounding airports.  - Marc Haney D.D.S. MS

01/22/2025   HANGAR RENTALS at LA County Airports -

Hangar tenants can go to the link below and look up the proposed increase in hangar rent for their particular hangar type.  Up to a 26% increase!
It is recommended that representatives from Brackett in particular voice concerns at the next commission meeting to be held at KPOC.
Tenants need to understand they are already paying higher rents than competing airports, while KPOC has the highest rate of hangars without aviation demand.  Many are sitting empty; many are used for non-aviation public storage.  As KEMT is affected, those concerned should use the following link for their inquiries also! 01/05/2025  -  Los Angeles County plans to increase aviation hangar rates as much as 50%, while maintaining a 24% aviation hangar vacancy rate”

“Two KEMT hangar tenants, on behalf of 42 tenant petition signers, filed a Part 16 formal complaint against LAC alleging the county has habitually charged higher rents for aviation tenants and below fair market value rents for hangars being used for public storage. The county has responded, and complainants have 45 days to rebut.

LAC owns and manages 1089 aircraft hangars, 137 are currently being used for public storage, and 126 remain vacant, without demand. This phenomenon of 76% of hangars being used for aviation purposes is unique to Los Angeles County.  No other single airport or multiple airport system managed by a single sponsor in the nation has this high a hangar vacancy problem.  All surrounding airports in the So Cal region are full and have wait lists for hangar rental.

LAC’s recent hangar appraisal study confirms the Part 16 Complaint: All hangar types in the study were priced at higher rental rates than comparable or similar and competitive hangar types.  The complaint brings up two FAA grant assurance violation issues.

  • 1. LAC fails to offer its five county-owned airports to the public as airports fairly and reasonably, without discrimination.
  • 2. The county fails to meet the self-sustainability rules by charging below fair market value rents for non-aviation hangar tenants using aeronautic hangars for public storage AND failing to market empty hangars for aviation and non-aviation rental income.

Tenants at KEMT, KPOC, KWHP, and KCPM are encouraged to review the ACMG 2024 Aeronautic Rent Study for the proposed rent increases that range from 4% to 50 % and begin July 2025.  The study can be accessed on the County’s Aviation Division website.  Visit that page Here.

October 2024  -  Hangars - Rise in Costs imposed by the County have been cause for significant concern.  An initial filing was rejected because of a technical error.  The following is the resubmitted version.  The results are expected now (December 2024) but, may take a bit longer to be posted.
